Summary Information

The Integrated Corridor Management Project (ICTM) deployed ITS applications along an 8-mile corridor crossing through five jurisdictions, that encompassed I-494, four parallel arterial streets, and seven perpendicular arterial streets. In response to the increasingly high traffic demands of the Twin Cities area, Mn/DOT and area partners implemented the ICTM in 1994 and completed deployment in 5 years. The project managers formed a successful public/private partnership among the different jurisdictional agencies on the corridor to plan, deploy and operate ITS technologies. The concept was to balance traffic flow and capacity at the corridor level through adaptive control. Deployed applications within the corridor included the following:

  • An adaptive traffic control system to control and manage 68 arterial traffic signals and 27 freeway metered ramps (note that the ICTM ramp-metering system was the first application in the U.S. of operational adaptive ramp-metering management).
  • A queue detection system to prevent queue spillover from the metered ramps onto the adjacent streets, by adjusting the ramp-metering rates of adjacent metered ramps.
  • Incident management technologies including 11 arterial closed-circuit television (CCTV) cameras.
  • A motorist information system including trailblazing and dynamic message signs for the purpose of supporting incident management strategies that involved diverting local and regional traffic.


The project followed a modular approach in which four deployments were made over a 5-year period. The table below is drawn from the source document and shows the system component costs by module. Note that "in-kind contributions" represent non-cash contributions from project partners, such as staff hours and technical resources, and that the project used SCATS (Sydney Coordinated Adaptive Traffic System) to provide the adaptive traffic control technology for metered ramps and traffic signals.
