Summary Information

The Southwestern Pennsylvania Commission's (SPC) Regional Traffic Signal System Program helps local municipalities with traffic signal improvements by upgrading existing signal equipment and optimizing traffic signal timing. Improved traffic signal maintenance, coordination, and technology upgrades have been identified as high priorities in the SPC region. This is because traffic signal systems have been shown to provide some of the highest returns on investment of any transportation infrastructure projects. The Signals in Coordination (SINC) project was a traffic signal timing project with a goal of optimizing 7 intersections along the Robinson Town Centre Boulevard/Summit Drive corridor.

FINDINGS

Results showed that the peak travel times were reduced significantly. Average travel times were reduced by 6 percent, average stops decreased by 6 percent, and signal delay decreased an average of 16 percent.

First year benefits include:
  • Benefit-cost ratio of 57:1
  • Reduced vehicle hours of travel - 78,480 veh-hrs
  • Reduced fuel consumption - 75,709 gallons
  • Reduced total pollutant emissions - 7,606 kg
  • Reduced number of stops - 2,258,000
