In 1990, New York State and the Environmental Protection Agency identified Onondaga County as not meeting the National Ambient Air Quality Standards (NAAQS) for carbon monoxide (CO). To improve air quality in downtown Syracuse and Onondaga County, the New York State Department of Transportation (NYSDOT) proposed installing a computerized traffic signal system and optimizing the signal timing of 145 intersections. Prior to the implementation of the new traffic signal system, signalization in the City of Syracuse consists of City owned and NYSDOT owned traffic signals. Each agency was allowed to select the type of equipment deemed appropriate for their system. The equipment was obsolete and operationally inefficient. Given the variety of equipment and multiple agencies operating the equipment, communication among many of the signals was non-existent.
The cost of the computerized signal system was $8,316,307. Detailed costs for the signal interconnect project are provided in the table below. These construction-related costs include ITS and non-ITS-related equipment and installation. In addition to the specific project costs, other costs associated with the project are available. The original agreement for preliminary engineering, which included costs of consultant design and project planning, was funded in 1992. The preliminary engineering cost was $1,591,200. Construction inspection cost, totaling $677,234, was paid out from 1996 to 2001. Construction activity was completed in 1998, but until 2001 a small amount was charged to the project for contract administration and dispute resolution. Approximately $7.2 million of the project cost are in 1996 dollars. Approximately $1.1 million was added to the contract at various times between 1996 and 2001 when all disputes were finally settled.
