The City of Traverse City, Michigan hired a contractor to review documentation, facilitate meetings and discussion groups, and conduct surveys to gain the insights of people most directly engaged with a downtown parking system, and the mobility resources and options shaping the intensity and patterns of downtown parking demand. They looked at cities across the county to find best practices for evening metering, performance-monitoring, resident permit parking, and license plate recognition (LPR) technologies.
Researchers found parking enforcement vehicles equipped with LPR technology can provide highly efficient time limit monitoring, parking-meter payment status, and residential permit parking (RPP) enforcement, while also providing a stream of data on vehicle occupancies that can be used to monitor utilization/availability conditions across the downtown area. LPR was also able to provide visual evidence of when infractions occurred and when citations were issued to support adjudication.
SYSTEM COST
The cost to implement LPR technology on an existing enforcement vehicle was estimated to range from $50,000 to $65,000 and included the following:
- Training and infrastructure needs
- Installation of the cameras on the outside of the vehicle
- Wheel-imaging camera
- Processing unit in trunk
- In-vehicle laptop computer and navigator set-up in the front seat.
