Summary Information

Implemented in 2009, the Metropolitan Area Transportation Operations Coordination (MATOC) program worked with the Virginia Department of Transportation (VDOT), the Maryland Department of Transportation, the District of Columbia Department of Transportation (DDOT), and the Washington Metropolitan Area Transit Authority (WMATA) to better coordinate response activities and provide better traveler information to improve public safety, vehicle mobility, and environmental impacts. MATOC Annual Operating Cost

The MATOC annual operating cost was estimated at $1.2 million as itemized below.
  • Services = $360,000
  • Operations = $540,000
    • Facilitator = $245,000
      MATOC’s day-to-day operations were conducted by a Communications Facilitator whose primary role was to act as the “communications hub? among the stakeholders and affected local transportation and public safety agencies. The Facilitator and support staff were also responsible for developing, maintaining, and using processes and tools such as the Regional Integrated Transportation Information System (RITIS) to facilitate coordinated responses between operating agencies, and working with key agency personnel on pre- and post-incident analyses to improve operating procedures.

    • Back-Up = $30,000
    • Directs = $25,000 (including $8,000 for office space)
  • RITIS Support = $150,000
    RITIS was an automated system that supported MATOC activities by compiling real-time traffic and transit data from agencies around the region, consolidating the data into a common format, and enabling the data to be shared with participating agencies, the media, and the public. RITIS was maintained by the Center for Advanced Transportation Technology laboratory at the University of Maryland. RITIS data originated from the incident management systems of the Maryland SHA (CHART), DDOT (CAPTOP), VDOT (OpenTMS) and the service disruption data from WMATA.
